Israeli defence company Elbit Systems has secured a $235 million contract from a European country to supply its Precise and Universal Launching System (PULS) rocket artillery launchers and EXTRA-MR medium-range rockets. Although Elbit Systems has not disclosed the customer, Israeli media outlet Globes has identified the country as Azerbaijan.

Awarded under a government-to-government agreement, the contract will be executed over three years. The deal also includes additional rocket artillery-related platforms and integrated logistics support, strengthening the customer’s long-term operational and maintenance capabilities.

The agreement comes amid renewed momentum in defence cooperation between Israel and Azerbaijan. Recently, Israeli company Ari Arms inaugurated a rifle manufacturing facility in Azerbaijan, reflecting the continued development of bilateral defence-industrial ties.

Azerbaijan has extensively employed Israeli-made defence equipment, particularly during the 2020 Nagorno-Karabakh war. These systems include Elbit Systems’ Hermes 900 unmanned aerial vehicles, Israel Aerospace Industries’ LORA ballistic missiles and Harop loitering munitions, as well as Israeli-made Spike anti-tank missiles.
PULS: A Versatile Rocket Artillery System
Elbit Systems’ PULS is a modular rocket artillery platform designed to launch a range of guided and unguided rockets, tactical ballistic missiles, and loitering munitions from a common launcher architecture. Depending on the munition selected, the system offers engagement ranges of up to 300 kilometres (186 miles).

Its integrated navigation and mission computer reportedly enables the system to conduct firing operations from stationary positions or while on the move, with engagement preparation taking less than a minute under specified conditions. PULS is designed to engage multiple targets and reportedly achieves a circular error probable (CEP) of less than five metres (16 feet) with applicable precision-guided munitions. The system can also launch loitering munitions at ranges of up to 100 kilometres (62 miles).

The launcher can be integrated onto wheeled or tracked vehicles, offering flexibility in deployment across different operational environments. Its modular architecture can also help streamline training, maintenance, and logistical support requirements.
EXTRA-MR Precision-Guided Rockets
The contract also includes EXTRA-MR medium-range precision-guided rockets designed to engage high-value targets at distances of up to 80 kilometres (50 miles). Their precision-strike capability is intended to support accurate attacks against designated targets while complementing the broader range of munitions available for the PULS platform.

The latest agreement highlights the continuing demand for modular rocket artillery systems that combine multiple munition types, flexible deployment options, and integrated support services. It also reinforces Elbit Systems’ position in the international rocket artillery market as countries seek to expand their precision-strike and long-range firepower capabilities.
