India’s Project 751 submarine programme, pending for years, is now approaching its final phase, with Germany indicating that a contract for six advanced submarines may be signed in the coming weeks. German Ambassador Philipp Ackermann has highlighted that discussions are in their final stages, suggesting a breakthrough is imminent in this high-priority Indian Navy procurement. He expressed measured optimism that the deal could be concluded within a six- to eight-week timeframe, as both sides appear to have largely resolved key issues.

The proposed agreement is set to be implemented through a collaboration between Germany’s TKMS and India’s Mazagon Dock Shipbuilders Limited in Mumbai, building on MDL’s proven track record from the Scorpene submarine programme. The deal emphasizes indigenous production, with a majority of construction to take place in India under a joint venture framework and a gradual increase in local content. TKMS is also considering expanding its industrial footprint in India to strengthen long-term cooperation.

Under Project 751, the Indian Navy will acquire six modern diesel-electric submarines featuring AIP technology, enabling longer submerged operations without surfacing and significantly improving stealth capabilities. These submarines are expected to play a crucial role in enhancing India’s undersea warfare capabilities in the strategically important Indian Ocean Region, while also replacing aging vessels. Once finalized, the contract will stand as a landmark defense agreement between India and Germany, potentially unlocking further collaboration in advanced military and industrial domains.
