Ukraine’s state defense enterprise has signed an agreement with LeVanta Tech, a US technology firm, to co-develop a dual-mode drone capable of both flight and aquatic operations.
The project is based on LeVanta’s Halia platform, a sea-launched drone first revealed in 2023, and aims to combine maritime endurance with the speed, maneuverability, and stealth of unmanned aerial vehicles.
According to LeVanta, the system differs from seaplane-type UAVs by enabling takeoff and landing in rough seas, extending its deployment potential in dynamic maritime environments.
The partnership includes joint R&D efforts between LeVanta Tech and Ukrainian engineers, with testing to be conducted locally in Ukraine. The company is also evaluating options to expand production into the country.
The multi-domain drone can penetrate contested regions from the air, transition to water operations, and function as a surface vessel while maintaining a low radar signature.
With a higher payload capacity than most aerial drones, it supports long-range ISR missions, communications relay, and other multi-role defense tasks.
The aircraft can exit combat zones quickly after completing missions. In flight mode, it performs wide-area reconnaissance, while in float mode, it extends endurance for persistent surveillance and communications coverage.
