HII has been named as one of 12 awardees on the Advanced Technology Support Program V, a 10-year, $25.4-billion multiple-award contract supporting advanced electronics and software engineering across US government agencies.

Managed by the Defense Microelectronics Activity, ATSP5 serves as a contracting vehicle for the Department of Defense and other federal organizations seeking microelectronics innovation, engineering services, rapid prototyping, and modernization support.

The initiative aims to counter system obsolescence, enable rapid deployment of capabilities, and provide access to cutting-edge technologies needed to meet emerging threats.

ATSP5 focuses on sustaining operational systems, improving performance, and accelerating the integration of new technologies into existing platforms.

HII’s role includes delivering expertise at both the system and component levels, with capabilities spanning reverse engineering, microelectronics assurance, and the refurbishment and redeployment of previously obsolete systems using in-house tools and model-based methodologies.

By reducing acquisition complexity, the program enables faster procurement and gives government customers streamlined access to pre-approved industry partners, including major defense firms.

The contract covers a wide range of hardware and software activities, including studies, system analysis, design, software development, simulation, integration, testing, manufacturability assessments, and limited production efforts.

ATSP5 further supports modular system acquisition, allowing incremental delivery of capabilities and seamless incorporation of technological upgrades. Oversight is maintained through monthly Program Management Reviews, during which DMEA evaluates cost, schedule, and performance outcomes.
