Germany’s latest defense export figures show Ukraine once again leading as the top recipient of German arms, followed by NATO allies Norway and Sweden, according to a government report issued Friday.

The economy ministry reported that Ukraine received roughly €2 billion ($2.3 billion) in German military exports, reflecting Berlin’s position as Kyiv’s most significant European arms supplier amid the conflict with Russia.

Norway and Sweden followed as the second- and third-largest buyers, both considered vulnerable to Russian pressure due to their proximity to Moscow.

In 2025, Norway—a founding NATO member—purchased German defense equipment worth €1.3 billion ($1.5 billion).

Sweden, which joined NATO in March 2024 after applying in response to Russia’s 2022 invasion of Ukraine, imported about €1 billion ($1.1 billion) in arms from Germany.

Finland also joined NATO in 2023 under similar circumstances but did not feature among Germany’s ten largest arms export destinations last year.
