ST Engineering has marked another milestone in Singapore’s naval modernization with the keel laying of the Republic of Singapore Navy’s second Victoria-class Multi-Role Combat Vessel, RSS Valour (89). The ship entered construction in April 2025, though specific details of the ceremony have not been made public.
The Victoria program is designed to deliver up to six multi-role platforms that merge frigate-level combat capabilities with the function of an unmanned systems mothership. ST Engineering stated that these vessels will represent the most advanced and largest naval platforms ever built for Singapore. The overall contract was announced in March 2023, and the program progressed with the launch of the first ship, RSS Victory (88), in October 2025.
Deliveries to the Republic of Singapore Navy are expected to begin in 2028, with multiple vessels currently under construction at ST’s Jurong shipyard. Each MRCV will be 150 meters in length with a 21-meter beam and will carry a comprehensive weapons suite, including anti-ship, anti-air, and anti-submarine missiles, a 30mm remote turret, and a 76mm automatic naval gun. The ships will also include a flight deck, hangar facilities, living space for up to 100 sailors, and advanced radar systems for navigation and operational awareness. Powered by a full-electric propulsion system combining diesel engines and electric motors, the vessels are expected to exceed 20 knots in speed and achieve a range of about 7,000 nautical miles.
